However, the probe finds drugs in drinking water in concentrations that are very similar, which is inconsistent with this theory.

Another explanation of how do pharmaceutical drugs get in drinking water can be the pharmaceutical companies failing to treat the water they use for their manufacturing process correctly before releasing it to the environment. This theory, of course, is disregarded by pharmaceutical companies.
